I want to know if a deck can be created that effectively utilizes the following:

Judgment Dragon [Hopefully at 3]
Dark Armed Dragon
Black Luster Soldier - Envoy of the Beginning

Plant Engine [If possible]

Is there such a decklist that is even remotely competitive?

They don't really usually play the Plant Engine, but they don't really need it. They mill Bulb and Plaguespreader to the grave, so they don't really need the Plant Engine to grab Spore and Bulb. If you really wanted to, you could splash in Dandylion, Spore, and Lonefire, but they aren't really necessary.
