In all technicalities, you could make a budget infernity deck with (Again, very technically, if you think in the right way) three barriers. Just use one, and two Mask of Darkness'. Haha.

Not necesarily under $100, but without cards that are more expensive than a Caius or a Raiza.

i was looking at some of the builds and some of them arent even legal with he new ban list. and some send you to different decks then the won you click on

Budget Phantom Beasts, assume you are beginning with a blank slate because I have no staples. I can get the triple Tengu you will probably want for under 45$ so that should probably be includable. 100$ is fine but as low as possible would be nice.
Additional Comment:
NVM i built a good deck for 91$ including staples and Tengu. All the beasts are commons B)

Gate Heroes are hard to make budget because you need to use the Omni-Heroes that are not cheap.

This deck Is fairly cheap, most expensive cards are the 2 warnings (getting reprinted so will drop to like $30 for both, and the 2 veilers which are also only about $30 for both. All up I think it's about $100.
