Of the three, it can only negate the summon of Machina Fortress.
A good rule of thumb is that if it isn't your opponent's main phase, you can't use Steelswarm Roach's effect or any other effect that negates a special summon (the only possible exception would be in the case of Urgent Tuning but that may not apply in the TCG right now).

roach is good at stopping ur opp's turn.
they would normally have to enter battle phase and get rid of it before making a big plays such as "hyperion / synchros"

Well he's right, this card is garbage and more people need to realise this so its price isn't so ridiculously high for how bad it is.
