Default Forbidden Lance vs Continuous/Equip cards

Does Lance negate the effects of equipped cards

example: My opponent has Power Tool Dragon equipped with 3x power tool C&D, 2 Mage Power

If I play lance on power tool will it negate the effects of his equips for the turn and drop his atk to 1500?

Same with continuous spells/traps?

It would prevent the Equip/Continuous S/T Cards from affecting Power Tool Dragon. It doesn't exactly negate their effect, but they won't provide an ATK boost to Power Tool Dragon.

1.- No, Lance does not negate the effects of equipped cards.

2.- Power Tool Dragon is unaffected by the equip cards, so his ATK will be 1500, but you're still able to apply the other effects of Double Tool C&D

"Being unaffected by X" is different from "negating X".
