The Rulebook, version 7.1, tells you how to play the game. There is no mulligan in the rulebook. http://www.yugioh-card.com/en/rulebook/

Take a look at the MTG rulebook and see if it says different.

You shouldn't open with bad hands consistently enough to need a mulligan rule, if your deck is at all decent.

Yeah the only reason there is a Mulligan rule in Magic is because they have a horrible resource system. Yugioh has no such thing.

A mulligan rule in yugioh would make OTK decks way more consistent. 2-3 card broken combos would dominate, since everything is "free" and has "haste". Although, it is unfortunate, your deck may be consistent, but you will just draw the bad hand every once in a while, even though you may be a superior player. That's how luck works.

Well built decks in Yugioh shouldn't really be subject to "Bad" hands. Less then optimal yes but not bad. I don't really ever look at a hand I draw and cry about there is no way I can win, sometimes it just takes more work.

It's really poor logic. Tell them that, by their logic, you can draw as many Cards as you like during your Standby Phase because there's no rule saying otherwise. It would be YOU who needs to prove that you can (and you won't be able to).

Similarly, they can't prove mulligans are allowed.

I remember when I was the new guy at my Locals that it took me a whole month to prove people that Waboku's old text didn't stop effect damage. It's not exactly easy, but if people refuse to reason, then you should probably find another place to play.

Well now one guy told me that their judge heard it at regionals, so that makes things even trickier. (Did I mention the judge is one of the owners of the store?) :/

You should definately find another place to play then >_>

Hearing rulings at a Regional doesn't make it true. And I doubt any of the 200 or so people that played the Regional were happy when they heard they could do mulligans.

I guess you could e-mail Konami about it, if they run sanctioned tournaments. At least, after the holidays.

They will begin running sanctioned tournaments after the holidays. The shop is new, and the judge just got his certification. I don't really want to stop going there, the people are cool and usually not bad with rulings. Plus, it's almost within walking distance of my house (if the weather was better).

Additional Comment:

I talked to the judge and he says that the mulligan was just a house rule they had and that they were going to change that once their tournaments become officially sanctioned in January.

People also commonly say they heard things from judges that they think are legit rules just so they won't be challanged about it. I have had this happen many times since I have been judging actually.
