I really want a Super/Ultra version of this. Any way to upgrade a Common card's rarity yourself?

It's called a colored sharpie, that's the best people have at the moment, good luck, also they have a thread for this in the gossip section for coloring cards.

As long as the only thing that's changed is the card art, and I mean ONLY, the card is still legal. It's disallowed if you cover up any text, the name, the stars, the border, the shiny square, etc.

You're wrong, they will release a "Herald Power-Up Pack" with a cover Ultra Smoke Ball, including 2 ANPR Pack, 1 SOVR Pack and 1 Hidden Arsenal 1 Pack. Then everyone will be happy (lover).
