They are summoned all at once, so Jowgen will not be able to negate their summons.

Actually, its the turn player who gets the priority:

That's just who decides what gets summoned first, as far as the game goes they are all summoned simutaniously.

Yes, TECHNICALLY they hit the field first.

However, there is no room inside of an effect for Continuous Effects to take effect. As such, Jowgen will not stop the Special Summon. Because of this, they kinda ARE summoned all at once, because no Continuous/Triggered effects can activate within the effect of Cyber Jar anyway.

As far as physicly placing the cards on the field, Turn Player goes first, and it's not a matter of priority.

Actually a similar question arose in the level 2 Judge quiz.

Kaiser Colosseum vs Cyber Jar.

Kaiser Colosseum - Continuous Magic
Card Text: When there is 1 or more monster on the field of the controller of this card, his/her opponent cannot place a monster on the field if the opponent would then have more monsters on the field than the controller of this card

This was the answer, so don't start flaming me saying I'm wrong.

If Player 1 had Kaiser Colosseum face up in play and Player 1 flipped Cyber Jar and one of those 5 cards was a monster, he would play it. Player 2 would now place his monsters down on the field.
If Player 2 had 3 monsters (Penguin Knight being one of them) He would only choose one to be special summon on tp the field. The rest would be sent to the graveyard. (NOT to his hand) If Penguin Knight was one of those cards sent to the graveyard, it would recieve its effect.

Needless to say, I got that question wrong. I said that all 4 monsters would be special summoned.

Now don't get confused here. The difference between this and Jowgen is that Kaiser Colosseum was already active when CYber Jar went off. Jowgen's effect can't activate in the middle of the resolution.

But don't, you can still use Jowgen's first effect: Discard 1 card from your hand to destroy all special summoned monsters. This would clear the field of all face up and face down monsters cyber jar brought. Why not activate Ultimate Offering in response to the special summoning of all those monsters, discard 1 card, and clear the field.

When I took the test at GenCon, thats the one I got wrong as well. I assumed they would all be summoned at the same time, but thus is not the case, as the turn player goes first, then passes the effect to the second player.

Dude, that's a Cost Effect, Spell Speed 1. Besides, you can't activate an effect during the resolution of a chain. -_-

You hit the nail on the head. Cyber jar has to resolve.
