rescue cat
Im wondering if you can still use rescue cats effect if dimensional fissure is on the field. Because rescue cat says you can send this face up card on your side of the field to the graveyard to special summon..... but with dimensional fissure it never goes to the graveyard.

Rescue Cat HAS to hit the graveyard in order for its effect to resolve, and since it doesn't, it cannot recruit 2 level-3 beast-type monsters.

In Latin America, where Ness is, yes.
In US, currently the highest level is Cossy LV1. You gotta be recertified by Konami though.

See the bright side, grasshopper.
All Cossy judges called to be re-certified are level 2 and higher. They may be LV1 according to Konami's Judge program, but they will selected by their knowledge in average one level above UDE's.
If you can't wait, send a PM to Julia and politely ask her to be included on her list.
