Order of the Phoenix and Goblet of Fire, both kick-ass, but that's not saying much, because all Harry Potter books kickass.

Prisoner of Azkaban, Goblet of Fire, or Order of the Phoenix. The first two were good, but there was a lot of explanation in place of story. From number 3 and up it starts to focus more on Harry and his story.

Think I'll say GoF... it just feels like the overall best to me.
Then PoA... I liked OotP but honestly, I thought it was rather weak in comparison to the previous two...

PoA. My friend stopped reading OoTP at about page 300 because Umbridge annoyed him too much. XD I had to explain everything to him afterwards when we were discussing the book.

My fav.
I would have to say Goblet of Fire was the best one so far, here are my favs. from fav. to worst.
Goblet of Fire (I loved the whole Tri-Wrizard Tournament, as well as the Voldemort thing towards the end)
Prizoner of Azkaban (This book was dark, which is what I enjoyed)
Chamber of Secrets (Good plot, and good key points)
Order of the Phoenix (This would have been a good plot for maybe book 3 or 4, not 5, and it was to long of a plot)
Sorcerer's Stone (Very good intro to the series, though the least fav. one, because it was to short, for a good plot to begin the series)

Goblet of Fire followed closely by OotP, then PoA, PS and CoS.
GoF just had the best plot ever. A tournament and Harry is somehow involved? 3 mind-boggling tasks? Fighting between the friends? And Rita Skeeter was introduced. This book puts the others to shame. I loved it and until 6 and 7 come out, this remains my favourite.
