If activating an effect requires a cost AND the text of that card specifically names that the card MUST hit the graveyard, it is impossible to activate the effect at all..
Therefore rescue cat's effect cannot be activated if macro cosmos is face-up on the field.
Note that if player CHAINED macro cosmos once another player activated rescue cat's effect, it wouldn't prevent the activation, since the cost was already paid..
