LIGHT/Thunder - Effect/4/1900/800
While this card is face-up on your side of the field, cards can only be added to the hand by drawing them from the deck. Also, you can sent this face-up card from your side of the field to the graveyard to negate the Special Summon of one of your opponent's monster and destroy it.
Ultra Rare
I think card could see some play after Septemeber it can negate the almighty Goes stop Airman etc. It's kinda like Death Calibur Knight.

It's better than Death Caliber in the sense that it stops gadgets without killing itself in the process. It also lets LaDD nuke the opponent's field and gives you the option of denying the special summon whereas Death Caliber would negate LaDD's nuking effect (right?). Incredibly anti-meta, but it doesn't stop the gears of a D-Hero/Monarch LaDD deck from churning.

its cool and if japan could play against usa then they would be ahead since it is better than card trooper and cyber dragon in a sense.
very cool, seems like all of the GX manga promos are better than all the rest

It's a very good card, I can see this being played in 3s.
it mainly stops: Airman, Ocean, Gadgets, Grand Mole, Sangan, Golden Sealed Chest, Reinforcements of the Army, Warrior Returning Alive, Giant Trunade, Crystal Seer, Dark Magician of Chaos, Magical Stone Excavation..
Then to a lesser extent it stops:
all bounce cards like Penguin Soldier, Wall of Illusion, Nightmare Penguin.
Then a bunch of other cards, Morphing Jar #2, Magical Merchant, Cyber Jar, Archfiend's Oath, Conscription, Enchanting Fitting Room, Salvage, Dark Factory of Mass Production, Beckoning Light, Terraforming, Night Assailant, King of the Swamp, Sonic Bird, Manju, Senju, Witch of the Black Forest, Toon Table of Contents, Thunder Dragon, Freed the Matchless General, Birdface, Ojamagic, Magician of Faith, Mask of Darkness, E- Emergency Call, D-Time, Volcanic Shell, Volcanic Rocket, Gravekeeper's Commandant, Harpy Queen, Warrior of Atlantis, E-Hero Captain Gold, Zeradias Herald of Heaven, Archfiend general, Grandmaster of 6samurai, Divine Sword Pheonix Blade, Scarr Scout of Dark World, Iron Blacksmith Kotetsu, Dark Scorpion Meanae The Thorn, Monster Reincarnation,

I don't think it can negate the effects of Special Summons caused by a different card's effect, kind of like Black Horn of Heaven.

Its damn good...no hand recursion while face up... meaning Magical merchant and even Cyber Jar ( if it ever gets unbaned ) would be worthless, not to mention Gadgets and Sangan, and of course our friends Ocean and Airman...
also kills Cy Dra right away without been attacked...Gors...damn a really awesome card...

Its obviously very decent,it has 2 good effects which both work against a lot of commonly played cards and decks and is a 1900 attack beatstick to boot which is very nice for a level 4.It is also generic and quite splashable and makes a nice sideboard option at the very least.
Shame it wasn't a Angel,it would of been cool to of used DCK and Raiou together with the Sky Scourges etc,but being Thunder at least grants access to Demon Rain which could be fun along with Zaborgs etc.
Another decent thing is that the volume 2 GX manga is very cheap to buy so its very easy to pick up a playset of 3,I hope the 2 VB10 cards and the next 2 V-jump subscription cards are just as playable.

Cool. As others have said it is totally sweet. It it came oft in the TCG right now it would definately shake things up. The metagame would be different to say the least.

Yes, It negates anything that will add cards to your hand from field, deck, grave or RFG without "drawing" them. So D.Draw, Disk Commander, Cyber Phoenix and Card Trooper will still work since they say "draw" and not "pick up".
Anything that says "pick up", "return to your hand" or "add X to your hand" won't work.
But then again you can tribute him to negate the Special summon of Disk Commander.

Are you sure about that? Because Solemn Judgment (or any trap that can normally negate special summon) can't negate its Special summon.

Raiou is a lv 4 so it will get on the field and all cards would go hell...

That's true, continuous effects don't take chain links, so his effect would be applied simultaneously as all cards are summoned and then after all remaining cards are added to the hand, would he then pop up and stop the remaining cards form going to the hands if he was summoned by Cyber Jar? hmmm

The entire effect of Cyber Jar is treated as resolving at the same time. Rai-Ou is not on the field until Jar is already done.
There is nothing Rai-Ou can do to stop Meifu no Shisha Goes' effect. Rai-Ou negates Special Summons, not card effects; this is a case of people needing to learn how the game works. The only way to stop a Summon-via-Card-Effect is to negate that effect.

The promo from GX vol. 2:
Raiou (ライオウ)
Light/Thunder/4/1900/800
When this card is face-up on the field, both players cannot add cards to hand from deck outside of by drawing. Also, by sending this face-up card on your field is sent to Graveyard, negate the special summon of an opponent's monster and destroy it.
Basically, it onli negates searcher cards like airman, golden chest, sangan ETC...
It DOES NOT negate giant trunade and other alike...
