I have a question
Now this might have been mentioned in the books, but I cant remember at the moment. How do people get there letters? I mean there is a big list right? How will, oh say McGonagall know who has magic in them? Sorry if that sounded confusing.

Never actually mentioned. Granted, it does seem a bit obvious that the wizarding world pretty much knows everything magic related that happens with the youngsters. The ministry sent out owls to harry almost immediately after dobby started screwing around, so they probably... have their ways...

Mabey they could see the future. How could they time it so perfectly that 1 minute after Dobby used the magic the owl pops in. No owl can fly that fast.
