But it is quite broken. But does it's effect makes cards like La Ura Giga, Sky Guardian and Sarius, Vizier of Suppression 3 mana to summon? If that is the case, then it's not so broken.

Heh... maybe drop it to 2000 power. Even then it'll still be broken.

The wording of it is wierd. I think it needs to be clarified a bit before I comment any further. What does it mean "ONly" 3 mana?

no this can't be broken, your opponenet can also summon creatures for 3 mana. so this card fun and crazy but totally not broken
