Wow, at level 70 and you're now worrying about making a great moveset?? Anyways, it'll be hard because you probably passed up some good moves while leveling up. Anyways, here goes...
Don't use Thunder because you have Thunderbolt already. I would rely more on Thunderbolt because it's more accurate. It makes no sense to have 2 electric moves that do the same thing, deal damage. Get rid of it for Thunderwave. Paralysis can be very powerful and be a great hindrance to your opponent. Why Quick Attack? Raichu's speed is good enough. It's not like it's a magcargo or something slow. Add in Hidden Power-Ice to fight off ground types and grass types. Instead of Slam, I recommend Return because it is much more powerful than Slam if your pokemon likes you a lot, which I assume it does because it's been with you for a long time. It's also more accurate, which is an added incentive to use it. Or you could decide to add in Double Team instead. Attach leftovers.

read the advanced trainer's guide at gamefaqs.com...
not the whole thing, but the stuff about EVs (EPs)...
then get a new raichu and train it as you will see after reading the guide that your current raichu's EVs are messed up...

Ill answer your question
mine knows
Item shell bell
thunderbolt
thunder wave
hidden power grass
light screen
Its ok not the best pokemon, it does beat things though and paras them but I despise manetric and am not a fan of electrode or magneton, and I never got around to trying lanturn yet. So he is my electric.

Well...you should try to get it to like you because Slam's accuracy is just too low to be overlooked. There are better moves out there. I suggested Return because of its greater power and better accuracy. If you want an alternative physical attack, you could pick Brick Break. However, I would stick with either using Return or Double Team.
