I'd go with the Lum Berry for the item and this set. Straight forward, simple and clean.
-Dragonbreath
-Mirror Coat
-Recover
-Surf

Milotic's role is a Tank... give it this...
Milotic@Lum
Surf
Ice Beam
Toxic
Recover
most people dont even use Special Attacks on Milotic as it doew barely anything... and the chance of Mirror Coat, so Mirror Coat is pointless...

Surf is 35 points stronger, which is a good bit, and I would take that over Water Pulse which only has a 20% chance to confuse. You can't rely on it to confuse, and even if you do you can't rely on the confusion to protect you.

I use
Milotic@Leftovers
Recover
Ice Beam (16PP)
Toxic
MirrorCoat
I trained it in Defense252, Special Attack129 and Special Defense129.
I just use Toxic then wait it out with MirrorCoat and finish them with Ice Beam, which I used by PP Up's on compliments to my Linoone Team.

Hmm, I suppose I don't know why. I like Ice Beam though I also like Surf. I just figured I'd try it. I could just switch back anytime.

a milotic sweeper would need HUGE stats, so tank is probably be good for it; use absols set
edit:didnt you battle the one on rt 120? took me like 10 minutes and 5 retrys to beat it

The Milotic on route 120 was easy for me, Magneton took it out quick seeing as how magneton was like 10 lvls higher and it had thunder and it was raining!!!!! that all made it quite easy on my part!!!
Hypnosis could make it "sweeperish" because it could put the foe to sleep(except shuppet and banett(but there not seen to often anyways)anyways)then it could beat the foe scenceless!!
