Okay, this part in Goblet of Fire is confusing me...
They said that it was because of Dobby that Harry lost all of his bones in his right arm (in his second year of Hogwarts), but I thought it was because that new teacher (can't remember his name, he was a coward who used memory charms) tried to heal Harry, and instead removed all of the bones in his right arm...

the teacher guy used the spell to make all of the bones in his arms dissapear but it was the house elf that bewitched the bludger to break harrys arm

reddude is correct. Dobby was trying to save Harry from the monster inside the Chamber of Secrets by attempting to hurt Harry so bad that he would be sent back home. Lockhart was simply trying to be in the spotlight (by being the person who healed harry) but messed the spell up and removed Hary's bones instead of fixing them.
This does raise another question (it is a bit off subject tho). We are all aware that wizards don't get hurt as easily as normal humans, and we also know of the power of their trained healers. We also know that Dobby has lived with wizards all his life (only with the Malfoys at that point of the story). Did he actually think Harry would be sent home for a broken bone?
Also is the healer at hogwarts (forgot her name and i don't have my books with me) an outstanding healer perhaps? We know of many wizards with battle scars (Dumbledore, Moody, Bagman, etc). Why weren't they healed?

Good point...
The Healer's name is Madam Pomfrey, and I really liked the question pedrobobo. Only thing I can think of is that the damages were too "Advanced". I dunno though, the ways she's healed Harry makes me think she'd be an "Advanced" Healer. Great point though, neva thought of that.

My guess to the scar question, would be that no healer was around to tend to the wound. Also, possibly like Dumbledor says in one of the books, powerful dark curses leave scars. All odds say that Moody has had plenty of those cast on him, as well as Dumbledor.

Plus, Dumbledore said that scars can come in very useful (hint, hint...) and he said he wouldn't get rid of it if he could.

Hm . . .
The scar is there because Harry was cursed by Voldemort. I don't think it can just be healed. It's a deep magical wound that is more than a flesh mark. As we all know, it's much more. He can feel emotions of the dark lord himself. The scar is a result of Voldemort's Avada Kadavara curse backfiring. There is little known why it appeared on Harry. Like it was explained, Voldemort had a piece or two of his powers transferred to Harry.
