Default Does Swift Scarcrow target?

What the title says, here is it's text

It does not. PSCT will say if it targets. If it does not mention targetting, then it does not target.

Negate Attack has not been reprinted with PSCT. I'm not sure why Swift Scarecrow is (apparently) different compared to other attack negaters such as Negate Attack and Magic Cylinder. Maybe ness or Redshift can chime in or correct me if there's something unusual about Swift Scarecrow that I don't know about.

ATN other people who are ruling gurus: Is there something inherently implied about attack negation that targets the attacking monster, or is it just a card-by-card basis, with most of them targetting because Konami said so? Or is it because lolmonsters VS lolspellstraps

Edit: Number 39: Utopia doesn't seem to target either, so I dunno why some target and some do not. As far as I'm concerned, Swift Scarecrow does not target.

And Shooting Star Dragon does target because why not.

Attack negation doesn't appear to have any consistent rules for targeting or not. There are a couple trap cards (Super Junior Confrontation, Offering to the Immortals, Morphtronics, Scramble!) that negate attacks without targeting and Utopia is an example of a monster that doesn't target when it negates an attack. I'm pretty sure it's just a case-by-case basis.

SS has PSCT, SSD does not. Do not use PSCT logic on a card that do not have it.
