Completely depends on the deck you use. In terms of best generic level 8 then its either Tachyon, Photon, or Hieratic.

Enthusiastic Coaching King Giantrainer is the best since he literally refunds the cards spent to bring him out. He also makes a good revive target with Xyz Reborn netting you a draw.

Each have their fundamental uses depending on the deck and the strategy of the deck. They're all pretty good Rank 8s.

Giantrainer, since he recovers the advantage you spent on him. Tachyon Dragon is second for having a generally useful negation effect, plus the second effect can pull some fun tricks with Forbidden Lance.

After a lot of playing with machina puppets online which is basically rank 8 turbo, I have to give it to Giant Killer. He's not the most versatile out of all of them but when he comes out against xyz spam decks he ends the game pretty much immediately

Giantrainer literally repays you for Summoning him.

Giantrainer: I'm sorry you had to spend 3 monsters to bring me out. Here, have 3 cards as compensation.

Also the burn damage is a nice bonus.

Heliopolis and 107 are probably the best 2-material Rank 8's, because their effects are the most useful (especially, because of the combo with 107 and Forbidden Lance) and they're generic.

I voted for Giantrainer, because Karakuri Incarnates are silly and have stupid combo that allows them to draw 6 cards.

Giantrainer is insanely good card and has kinda shock master syndrome. Hard to bring out, but totally worth it.

If we actually consider risk versus Return, Heliopolis is the best since it has good effect, good stats, and reasonable cost of bringing him out.

Giantrainer pays for itself but having 3 lvl 8 monster is a lot harder than having 2.

Others are either situational or just bad.

Tachyon is bonkers, so I like him.
In close second is Helio for popping bunches of stuff and Giant Killer for helping me burn for game too many a time

Tachyon because he has a beastly effect and only requires 2 materials.
