When is the September 2012 banlist coming out? Will the Sept. 1 YCS be affect?
According to yugioh-card.com, there will be a YCS in Toronto on September 1 & 2. Will the tournament be affected by the new banlist?

It should be. Sounds like it will be the first one affected by the list.

That kind of sucks... I mean, the ban list will be released that day. Basically, if you only have a deck that works for the previous meta that gets hit.... you are kind of screwed.

It's usually leaked AT LEAST a week and a half or so prior to it going into effect (often it's 2-3 weeks), and it will definitely be posted as official before the actual event.
It's easy to disagree with a lot of what Konami does, but they usually give the players an ample amount of time to make changes to their decks to meet legal requirements.

Not that Konami expects you to rely on leaks. Lists are never posted on the day they become effective. It's usually at least 1 week earlier.
Or, they could make it a sealed event. Hurhur.
