Default Lightpulsar Dragon vs. Necrovalley

If Necrovalley is on the field and Lightpulsar Dragon is sent to the graveyard, can I special summon a Lv. 5 or higher dark dragon from the graveyard?

No, because Lightpulsar's effect cannot affect any monster in the grave other than itself (but lightpulsar isnt a legal target for itself obviously) due to Necrovalley's effect.

But just to be clear on this subject - I CAN summon Lightpulsar from the graveyard through his own effect even though Necrovalley is out, right?

You can. Same reason why you can SS Grapha from the Graveyard under Necrovalley.
