Count me as one of those few.
Dark Hole doesn't give you any sort of advantage when you have moderate board presence, while Raigeki is useful in almost all circumstances on your turn. Raigeki is a different animal than Dark Hole, simply because Dark Hole doesn't serve as a "win MOAR card".

I am aware. The margin of difference between the two is miniscule though. Raigeki wouldn't dent the game much.

Miniscule isn't the right term.
That difference that I stated is the primary reason why Dark Hole is great at 1 but Raigeki wouldn't be.
