this looks like a slightly modified version of my build how are constellar belt and the themed traps working out

The themed traps actually come in handy. Seal of Banishment is like BTH, only it works for anything as long as you have a Hieratic on the field. Reflection is for those moments where they pull an annoying spell/trap/monster effect, as it negates AND destroys, which is useful against monsters. Constellar Belt I threw in to make sure I get their effects, especially against Skill Drain and Light-Imprisoning Mirror.

I remember asking why people weren't running Hieratic Seal of Reflection ages ago and I got told because its rubbish, why the Change of Heart?

How about Raigeki Break discards useless normal dragons and has a powerful effect.

How about dark normal dragons such as Koumori Dragon so you can splash BLS?

Why don't you have that rank 4 lady dragon (don't know its name) is also dark so would help BLS splash.

I'm too poor to afford BLS at the moment. I have no cash right now. If I did, my build would be so much better, running from Rank 4 to Rank 8 monsters, including Queen Dragun Djinn, Adreus, Keeper of Armageddon, Photon Strike Bounzer, Number 11: Big Eye, and even pushing as far as NGEPD. I'd be spamming all over the place, and still have ridiculous beaters.

Curse of Dragon is the beast dark normal imo.

Reflection is still bad. BLS can be splashed with just 5 darks, it's for late game anyway

Well that would depend on if you want to make rank 5's or rank 4's. This deck does not make rank 5's. If he ran Koumori Dragon he knows he can pull it out the deck almost any time he wanted to, so BLS with very rarely be dead. I think Xyzs have made chaos monster so much better as you can pull food for them out of your extra deck so easy. BLS is pretty much the best legal monster in terms of how easy it is to summon compared to power. Billy brake always runs it even when his only light monsters are Effect Veiler.

If reflection is bad why is he running it?
