Default Gambler

I just started playing Pokemon. My friend keeps activating Gambler when he has no hand, is he able to do so?

Additional Comment:

Also, is there any cards similar to Gambler? Has it been printed in any other pack or just the fossil pack?

He has a hand. It just has no cards in it. So, yes, he can play Gambler with no other cards in his hand.
When you say "activating", you mean "play from his hand", right? Pokemon cards don't generally stay in play.

Gambler is only found in Fossil, but there are plenty of much better hand refresh cards than that.
