Default Thunder King Rai-Oh And Skill Drain

So this question has multiple parts, which I guess if the answer is no to one part, its no to all parts. Let me describe.

Suppose Player A has a Skill Drain Active, and A Thunder King Rai-Oh face up on the field. Player B summons Cyber Dragon from his hand. Here are the parts:

First of all, does Skill Drain negate the activation of effects?
If not, does that mean Player A can Activate Thunder King's effect, to negate, thus tributing him as a cost?

If Yes to above, where does Thunder King Rai-Oh's Effect Resolve? I would assume in the grave, correct?

If Thunder King's Effect is resolved in the grave, does that mean it is not negated by Skill Drain, and Player A can negate Player B's Summoning of Cyber Dragon?

Also, do the same rules apply if Player A's Thunder King is targeted by an active Fiendish Chain?

Thank you in advance, knowing this will really help the construction of my deck.

1. No, it doesn't negate activations. Yes, you can activate Thunder King Rai-Oh's effect.

2. It resolves on the field.

3. Skill Drain only negates the effects of monsters that are face-up at resolution.

4. Yes, the exact same thing plays out if you use Fiendish Chain.

If you want to be good at this game, you have to learn to read very carefully. He told you the effect resolves on the field. He also told you that Skill Drain only negates monsters on the field. Rai oh is in the grave when his effect starts to resolve.

Skill Drain negates the effects, NOT the activations. It only negates the effects of face-up monsters: If, for whatever reason, a monster is removed from the field and its effect is active/activated/would activate, Skill Drain cannot do anything about it.

tl;dr Skill Drain on the Field and monster is not: Skill Drain can't do anything.

Skill Drain is like the most loop-holey card in the game. Anything that will tribute as a cost to activate the effect (such as Exiled Force, Stardust Dragon, and Thunder King) can get around its negation.

Mind you, this is completely different from cards like Effect Veiler and Forbidden Chalice. While Skill Drain checks the physical location of the card for whether or not to negate, the other cards check the location of the effect. If the effect activates on the field, it will be negated by them, regardless of where the monster is.
