All of the above, yes. The only monster effects it cannot negate are those that don't activate - continuous, summoning procedure, etc.

Yes he can read uria. Only spells/traps cant be chain monster effects like Herald of Orange Light or Effect Veiler can chain to uria. But can't nagate his attack boost.
Jain, Lightsworn Paladin is the best example. He cannot nagate his attack boost but can nagate the mill.
