Ah, so this is another Counter-based archetype. ...There are too many of those in the CaC forum. Oh, and it's a Reptile -> Dinosaur/Sea Serpent theme. So... these are WATER Evols. Okay.
I digress. If it gets counters for its own Summon, it's on the side of overpowered. Otherwise, it's on the side of underpowered. Either way, I don't think it's broken YET, but I haven't seen the rest of the theme.

Underpowered, unless there's some really awesome Tidal Counter support. Too slow for just Phinae.

Also underpowered. Why should an 1800-ATK monster self-destruct?! Shura doesn't do that, and its effect is several times more powerful.

Ah, neat. A little strong if Phinae gets Counters from its own summon... but I guess plenty of other archetypes have instant Level 5 capabilities, so I can't complain too much.

Oh, that's pretty impressive. Very good effect, shouldn't be broken unless you have some crazy-ass Counter maker later.

Eh. The discard effect is pretty weak when you can get counters easier with Monitor or Phinae. The revival effect's not bad, though. You found a clever way to restrict it to Level 4 or lower without blatantly saying that.

2200 ATK? On a Level 6? It needs a really good effect to make up for that... and this isn't one. Just make Utopia with the thing you Tributed and the thing you destroyed.

Now this is almost worrisome. But I guess you'd need 9 counters before it's any worse than a Solidarity (in a different deck), so I guess it's all right. Just keep an eye on your Tidal Counter-makers.

Oh. Now THIS is worrisome. Rescue Rabbit = 11 free Tidal Counters? Which means an instant summon of any big guy with Phinae, +1100 ATK or close to 3 monsters returned to the deck with Jelly? No, this is too much. Even if it was once per turn, 4 Counters that easily is wrong.

Pretty underpowered... unless you're spamming the Level 8s out the wazoo with Phinae and Plisaur. Should be once per turn anyway, though, IMO.

Ehhh. I don't like the idea of a WATER theme using milling as a "cost"... but the card doesn't provide any immediate advantage, so I guess it's all right.

Hmm. I want to say it's dumb because of how it's essentially free Spell/Trap negation... but it isn't. Not placing Tidal Counters is a pretty big setback. Very well-designed card. Made me think.
