Quick Spell in Chain Burn
Can I do this?
4 cards set on the field (Ojama Trio, Secret Barrel, just dessert, legacy of yata garasu)
I start a chain, and make a chain link with those 4 cards.
I then activate Emergency Provisions from my hand to chain,
then I activate a Chain Strike to chain to Emergency Provisions?
I was told this works, but something feels off.

Your "Chain Strike" would not be able to chain to "Emergency Provisions" in this case, because the Spell/Trap card zone would be full from the time of activation of "Emergency Provisions" until the entire chain resolves.
Edit: Below is correct. I was disregarding the cost of Emergency Provisions there for a second.

I disagree. Sending Spell/Trap cards is the cost for Emergency Provisions so they will be off the field immediately after you activate it.

gbatemper, we can see why this is possible just by building the chain now. So, if we build the chain it would look like:
CL1-4:Ojama Trio, Secret Barrel, Just Desserts, Legacy of Yata Garasu
CL5: Emergency Provision (Paying the cost of sending say those 4 Traps, so you have only Emergency Provisions in your Spell/Trap Zone.)
CL6: Chain Strike (since you have 4 open Zones.)
Then resolve as usual.

^ I concur, sending s/t for provision is a cost. He would have a free s/t zone to put Chain Strike.

So then how would Chain 1-4's effects resolve if they are sent to the grave?`

The relative position of cards doesn't matter because they resolve with an effect no matter what, unless their activations were negated. Follow the normal chain rules.

In general, Spell and Trap cards do not have to remain on the field for their effects to resolve.

But in this case he wouldn't have room if he played Emergency Provisions and chained Chain Strike to it as the chain would work in reverse order and you cannot chain anything once it starts to resolve.

Emergency provisions sends the S&T as a cost. So he can send 1 or more cards and have room to chain Chain Strike to it. Costs are payed at activation, not resolution
