The best is when Piccolo fuses with Kami and you have all the androids and cell running amok while the saiyans are helpless to do anything.

I kind of change my mind. Even though Boo saga was poorly written I find myself wanting to watch it more than some others. I might put it ahead of the other dragonball arcs.

I'm going to say that my favorite was the Frieza Saga, and my least favorite was the Buu saga, mainly because of the giant gap after the Cell Games.

Best:
Namek/Frieza Saga
Although, it was ruined in the anime by stretching it to the point of insanity. It really was the overall most well-written as it seems as though all the previous sagas were building up to this very moment (Goku standing up the intergalactic emperor Frieza as he fights on behalf of his fallen race and Namekians while unlocking the Legendary Super Saiyan within him). The following sagas were somewhat tacked on.
Worst:
Buu Saga
While it was an enjoyable watch/read, it was also the moment that Dragon Ball had truly jumped the shark. The writing for it was all over the place, you can tell that Toriyama-sensei had gotten sick of Dragon Ball by this point. It shows that it should have ended after the Frieza or Cell Saga.
