Condition Rulings
1. If my "Relinquished" absorbed an monster w/ continuous effect, its effect will no longer exists since it has become a S/T. What if it absorbed a field-unique monster (e.g. "Malefic" monsters) or a side-unique monster (e.g. "Gagaga Magician")? Will their condition(s) cease to exist so that I can summon another field/side-unique monster w/ the same name?
2. If "Phantom of Chaos" copied the effect of "Gagaga Magician", can I summon another "Gagaga Magician" and/or use it for synchro summoning?

1. The monster that becomes an Equip Card will cease to have its condition, but "Highlander" cards in other locations will retain their conditions. In the case of Malefics and Earthbound Immortals, one may be Summoned while another is an Equip Card as the clauses only restrict monsters, not all cards. In the case of a card like Gravekeeper's Chief, all cards with the same name are restricted by the clause, so one may not be Summoned by a player while another is an Equip Card on their side of the field.
2. You cannot Summon a Gagaga Magician while a Phantom of Chaos on your side of the field is being treated as Gagaga Magician. You can Synchro Summon with a Phantom of Chaos that has gained the effects of Gagaga Magician as the restriction of Gagaga Magician is not an effect.

So if I control a Gagaga Magician and a Phantom of Chaos, I cannot banish a Gagaga Magician from my graveyard for the latter's effect, right?

You can. This ruling is relevant:
