Could use a better name but then I'd still work with all the existing Toon cards

I find it should have an additionnal effect. Something that solves the 'toons are destroyed when Toon World on the field is destroyed' clause of all toon monsters.

I don't think Toon Monsters would work with a card that had any other name than "Toon World" :/
Maybe a card that complements Toon World instead of a brand new Toon World?
Perhaps add in "While this card is on the field, Toon World cannot be destroyed by card effects".

My suggestion:
Toon Universe
Field Spell card
This card's name is treated as "Toon World" while face-up on the field. Toon monsters you control can attack the turn they are summoned, and can attack directly even if your opponent controls a "Toon" monster. If this card would be destroyed, none of your "Toon" monsters are destroyed.
This is my suggestion, and i think it could work good in a toon deck. opinions are welcome

This is not support that will be retained for long. I don't find the notion of Toons attacking directly regardless of opposing field presence too appealing. Justify this without resorting to 'b-b-but Toons have so little support and are so badly designed and... and...'

If the toons was, although it is extremely unlikely, to get more support fitting to today's meta, they could actually be somewhat competitive. Their weird way of swarming could work excellent with the hieratics. Toons alone cannot be made into a competitive deck whatsoever today, but as the toons are a "fun" archetype, we make support for fun. This will not be made into cards, and we are all well aware of that, but we still make it for fun. No reason to be such a buzzkill.

I am a buzzkill because I want balance -- and one of the conceits of this section is that this card may get printed someday in the far-off future. Surely you can sympathize with wanting to retain cards at 3 so that you can enjoy your support?

Toons are not, and will never be, tier 1 material.This card, if the unlikely thing will happen and Konami will print it, will only move Toons up from "useless cards" to perhaps tier 3 1/2-tier 4. This card is no less broken than many of the cards in today's metagame, such as inzektor hornet, rescue rabbit, REDMD etc. Unless Konami will release some tier support, Toons will ALWAYS be used as nothing less as fun decks, eventually using the Toon Table of Contents - Blue-Eyes Toon Dragon - Trade-In engine in exodia decks. The Toons is a condemned archetype, and was only slightly broken in the anime. In the actual card game, they were only on par with other decks upon their release. Yes, I can sympathixe with wanting to retain cards at 3, but this card is just like any other Toon card. Unbroken, and just played by fun duelists who hates to jump the band wagon just for victory.

What you are effectively saying is that 'I condone ****ty design as long as said ****ty design benefits a ****ty theme'.
I don't care if Toons become competitive if this card or something like it were released, so I am not addressing that. I am saying that it is problematic by allowing Toons to attack immediately upon summon. Give me an actual reason why I should hold caution at bay, not appeal to questionable precedents, no matter how institutionalized.

While face up on the field , this cards name is treated as "Toon World".
During your standby phase : if you control a face up "Toon" monster Special Summon a number of "Toon Swarm" Tokens (Light|fiend|lvl1|0/0) equal to the number of monsters on your opponent controls. Each turn the first toon monster that would be destroyed by an opponents card is not destroyed. If you control toon monsters less than the number of monsters your opponent controls they are allowed to attack the turn they are summoned, but not directly.
Good enough?

With today's metagame, Toons won't stay long enough on the field for them to be able to attack. Toons themselves have no way of clearing the field, and relies heavliy on S/T support, unlike the inzektors/wind-ups/dinorabbit/chaos dragons, which can unleash some nasty combos, and with monster effects alone, can clear the opposing field completely. Toons are, in addition, pretty hard to summon, and although they will be able to attack directly upon summoning, they are still vulnerable to cards like Mirror Force, Dimensional Prison etc. The metagame clears out the opponent's backrow before attacking, or in the case of dino rabbit, has nothing to fear with laggia on the field. This card is perfectly balanced, at least compared to some of the more broken cards in this metagame. There also exists "hand traps", such as Battle Fader and Swift Scarecrow. That would end the BP, and make the toons more vulnerable than ever. With the metagame today, this card wouldn't even hit the banlist.

Why do you think am I thinking about today's metagame, with all the flaws and discrepancies so inherent? No, I am not going to compare it to Inzektor Hornet or to Wind-Up Hunter or to Rescue Rabbit because we forget ourselves and our limitations by seeking to connect the dots using those.
