I Do Not Know How To Get Jirachi Or Celebi Can You Help Me.

Or, check the link in my sig. I can get you both without attaching a cheat device to your game. I have them in other games and can simply trade them over. The Celebi was originally obtained by AR ("cheat" device).

I won't say anything about Jirachi, as enough has been said already.
In order to get Celebi legally, you need a copy of the Japanese Colosseum Bonus Disc, the Japanese and U.S. Ruby or Sapphire, the Japanese Pokémon Box R/S, and a GameCube and a GBA that can play Japanese games. You get Celebi from the Jpn. Colosseum bonus disc and transfer it to the Jpn. Ruby/Sapp. You then transfer Celebi to the Jpn. Pokémon Box, and from there to your U.S. Ruby/Sapphire. Celebi's name will be in Japanese (it'll say Serebii instead of Celebi), and it might be a little glitchy. Mod Clown Master has done this, and I think this is what he said to do, though not in so many words. PM him if you need to know for sure.
I think Nintendo should remake GSC and make Celebi catchable in some way. In the Jpn. Crystal version, you could get the GS Ball after you get all 16 badges, give it to Kurt, and on the next day he'd give it back. You could then go into Ilex Forest and place the GS Ball in the Celebi Shrine. A lv.30 Celebi would then appear for you to catch. I think they should emulate that in a GSC GBA remake, but make the GS Ball obtained at a Nintendo event rather than through the cellphone adapter. (not that I like those Nintendo events, it's just that it's what Nintendo would do anyway...)
You could do the same in the US Crystal version, but you had to shark the GS Ball in order to do it. I've never done it, but I'm tempted to... >XD

The JPN Box/Colloseum Bonus Disc is how I got my Celery.
Adamant Nature with 3-6 in all IVs >_<
Speaking of which, I need to get that back from my friend.
But yeah, the Colluseum Bonus disc is how you get them. You just need both countries' versions, and a gamecube that plays JPN Games. GBAs play every region. There's no region-lock on GBA Games.

I thought that you couldn't link english GBA games to japanese GCN games...
And don't you need a completed Colosseum file (all 48 purified and snagged)?
