Who should extend their hand for the handshake? The winner or the loser? And which means more?

It doesn't matter who extends their hand first. So long as the winner is humble, the loser is magnanimous and the game was fair.

I think if that if the loser offers the handshake it means alot more then if the winner offers it. If I am the loser and the winner offers the handshake, then there is a sense of having to shake and still being bitter. If I am the loser and I offer it then it would more likely reflect that I would not be bitter.
