No, he is removed as part of his effect, not a cost.

Herald of Perfection negate monster effect, spell or trap BW-vayu use effect if removed and them Herald of Perfection can negate him i think

Vayu doesn't have a cost.
It's an effect.
Herald negates Vayu's effect. Vayu doesn't remove anything.
Activate Vayu's effect again, keep doing it till Herald player has no more fairies or lets you use the effect.
