Can you remove Guard Counter while Card Guard isn't on the field?
Title. Even if Card Guard isn't on the field, does the counter do anything?

If you have already placed the Guard Counter, you apply its effect even if Card Guard is no longer face-up.

yes. card guard places a condition on the card with the counter. so the protection 'effect' can be used even when card guard is no longer on the field.

Because a condition is set on the card with the Guard Counter that allows you to remove the counter instead of having the card destroyed.
