Here are some sets that I thought of for Raichu...
Raichu @ Choice Specs OR Choice Scarf
Static
Naive/Hasty OR Mild/Rash
252 Special Attack 252 Speed 4 HP
Thunderbolt
HP Ice
Focus Punch
Grass Knot
With his huge speed stat, if you were to take a speed nature, you should take Cspecs, and if you took Modest, you could go Scarf. Also worth mentioning is Focus Blast if you are a hater on Focus Punch, or if you are bad at predicting. As pointed out in my Ampharos analysis by Near, for Focus Punch to be VERY effective, proper EVs will need to be put in place. Focus Punch already does a great job, but I am bad at damage/EV calcs, so if someone has any qualms with this EV spread, post your thoughts!

Yeah not sure about Fake Out, as it isn't gonna be killing anything, but the basics are covered. Steel is bad at attacking, but is one of his only STRONG options. I suppose you could take Brick Break AND Focus Punch, but on a Choice set...meh. Scarf is for Adamant, Band is for Jolly. Volt Tackle kills.

This set seems sorta...different. Takes away from his speed to allow Subs and Focus Punch to take over...Fake Out would be a good surprise the turn after a Focus Punch lands...you can Encore or Focus Punch on the switch...
Any thoughts? I know the EV spreads are a little meh (as usual), and I would like to see Volt Tackle more...it just seems more awesome than it really is.
I'd still opt for 252 Speed with a Jolly Nature....
Without Speed is doomed to fail.
IF it could have made 101 Subs, then this may have worked.
