No one has done Smeargle yet, I'll do it.

Smeargle @ Salac Berry

EVs: 252 HP / 252 Spd / 4 Def
- Belly Drum

- Baton Pass

First send Smeargle in on something slow. Then, Sub when they switch and then Belly Drum. That activates Salac Berry, and next turn, Baton Pass to something else.

move 1: Spore
move 2: Endure
move 3: Endeavor
move 4: Seismic Toss / Extremespeed

First, Endure whatever hit, and that will activate Salac Berry. Start Endeavoring, and you can bring pretty much anything except Ghosts down to 1 HP. Then you can use Seismic Toss (because some Steels and Rocks with Leftovers may survive Extremespeed, but Extremespeed makes sure you hit). Beware though, Sandstorm will kill this.

Jolly Nature
EVs: 252 HP / 252 Spd / 4 Def
- Mean Look / Spider Web
- Perish Song
- Spore
- Substitute

This set uses Perish Song because OHKOs are banned. Mean Look / Spider Web first, then Spore. Sub and use Perish Song and wait for the time period to come. However, if OHKO moves are not banned in your area for whatever reason, you can use the same thing but with this moveset:
- Mean Look
- Spore
- Lock-On
- Sheer Cold

Smeargle @ Lum Berry / Leftovers
Jolly Nature
EVs: 252 Atk / 252 Spd / 4 HP
- Belly Drum
- Spore
- Explosion
- Extremespeed

This set is more offensive. Hopefully you can survive a hit after Belly Drum, and then you can start ripping teams apart. Extremespeed with STAB hurts, and so does Explosion. Apparently, a Belly Drummed Explosion from this can OHKO Skarmory.

Smeargle @ Choice Band / Choice Specs / Choice Scarf

EVs: 252 Atk / 252 Spd / 4 HP
- Extremespeed
- Trick
- Spore
- Explosion

This is just basically another Tricker. You can trick Choice Band onto a Pokémon that has Choice Specs. Or you could trick Choice Scarf onto their Pokémon. Same thing with Choice Specs. However, with Choice Scarf, you can Spore the other Pokémon in an emergency. Choice Band boosts Explosion if you want to blow up.

I've got one more Smeargle to add in, MY personal set:

Smeargle @ Focus Sash
Ability: Own Tempo
Nature: Jolly
EVs: 252 ATK / 252 Speed / 4 HP
- Agility
- Spore
- Endeavor
- Ice Shard

Much like the second set, but with a different view.
Agility on the first turn, enduring the hit with Focus Sash.
Spore the next turn.
Endeavor the switch.
Finish it off with Ice Shard.

If all goes well, it should be able to:
- Put 1 PKMN to sleep
- KO 1 PKMN
- Severly cripple another PKMN
