If it is confirmed that Light Ball boosts Atk as well as SpAtk this is a very viable set.

It was confirmed by Smogon.com (http://www.smogon.com/forums/showthread.php?t=21848)
that Light Ball indeed DOES Double both Pikachu's ATK and Sp.ATK.
