Pretty straightforward, honestly. 418 Special Attack after Choice Specs, which makes it a somewhat decent Special attacker for any NU/UU team. Defenses leave a lot to be desired. Life Orb as another hold item option for more versatility. HP Fire for Steels you can't do anything to, while HP: Ice can be used to hit Dragons.

Agility Passer.

Focus Sash assures you that one Agility, then with the Speed Boost it can Baton Pass it next turn. Pretty simple. Psychic in case it feels like attacking, and Wish gives you something else to Pass along.
