Yes AMN. THIS is the type of analysis I'm looking for.

The set you've made is like the offensive version for Skarmory with a bit of support (toxic mainly).
Now, I think that this is best used as the Skarmory for Sp. DEF purposes for UU (as you pointed out...Skarmtine). It has the Same Base HP and Sp.DEF as Skarms Base HP and DEF (respectively).

So, how's about this:

Mantine @ Leftovers
Ability: Water Absorb
Nature: Calm
Evs: 252 HP / 252 Sp.DEF / 4 Sp.ATK
- Toxic
- Confuse Ray
- Hydro Pump / Aqua Ring
- Protect

I would have liked to fit in Mirror Coat in there, but I'm not entirely sure what to replace...maybe Pump / Ring.
Like you've said, this works excellently with SRock / Spikes Support...
It's a bit noobish I admit, but aside from the "sweeper" variant, I don't see many other options for this thing.

Now, I can only hope people will discuss this for a (little) while.

I want to see a few good arguments for both sets from OTHER people too.
