I'm going to attempt to assist with this assuming it COULD be in OU:
I'd say Scarf over Band, and Destiny Bond over Revenge.
Revenge is only good when they hit you....something which is really BAD for this little guy.

A Spikes / Toxic Spikes / Thunder Wave set can also be outright EVIL...but it's too slow and too defensively weak to pull it off.

As for ability, Poison point for this set, or Swift Swim @ CBand on a Rain Team.

Yes, the superRat. Pretty Basic Set...just abuse his Speed + Guts Boosted attacks. Super Fang / Sucker Punch are his only Aces in the Hole....which are pretty spiffy.
I'd also try to fit in Quick Attack in there somewhere...after all, a STAB, Guts, Swords Danced Quick Attack can do quite a bit of damage.


Question about Endeavor, Serebii simply says it "Gains power if the user's Hp is lower than the foe's Hp." Doesn't it lower the foe's HP to the same number as yours?

Much like yours, except I don't see any point for Avalanche on a SWEEPER when he also has Ice Fang. Aqua Jet is a pretty sweet move as outspeeding anything with a surprise hit can make the difference between victory and defeat (right Shadowhawk11...?).
I prefer Adamant to Jolly cause there isn't MUCH that you'll outspeed with Jolly (Mence, Timid PorygonZ, maybe more).
