You use that base 105 Speed to put something to sleep.
Substitute on the free turn.
Attack as appropriate.
Life Orb + Flare Blitz Recoil can really add up, so be careful with that.

The other option would be:

Nature: Timid / Modest
Evs: 252 Sp.ATK / 252 Speed / 4 HP
- Hypnosis
- Solar Beam
- Flamethrower
- Substitute

This set is kinda novelty, but it's fun to watch your opponent's Water PKMN get pummuled by an instant Solar Beam.

Magnet Pull prevents Skar from escaping, while Sub can defend against Whirlwind, I believe. The SPD EVs give it just an edge on Skar.

I KNOW I've done Magnezone in the past, but it's a new thread, so here we go:

Magnezone @ Leftovers / Life Orb
Ability: Magnet Pull
Nature: Modest
Evs: 252 Sp.ATK / 76 ATK OR HP/ 184 Speed
- Thunderbolt / Discharge
- Hidden Power: Grass
- Substitute / Thunder Wave
- Explosion / Thunder Wave

The EVs state to either put 76 EVs into ATK for Explosion, or into HP if you don't use Explosion.
TBolt vs. Discharge is up to preference, and if you choose Discharge, you don't have to go with Thunder Wave.
Explosion IS recommended however to take out Blissey.
