I think it is like 1.5% increase but i could be wrong. No it doesen't suck because that 1.5% could make a big difference in a close battle.

From the R/S HELP THREAD:

"Almost all elemental hold items (like sharp beak, mystic water, charcoal, etc.) increase corresponding attacks by 10%. But Sea Incense only boosts it by 5%."
