No Rayquaza

When I went to capture Rayquaza at the Sky Pillar he wasn't there. I did everything that I was supposed to. Whee could he be? HELP

You sure nobody else has touched your game and defeated/lost to Rayquaza? That's why I don't trust anyone with my game.

Have you gone all the way to the very top of the pillar? And nobody else has played your game? If so, then are you a cheater? Some really strange things can happen according to posters who use GS/AR. Other than that IDK.
