Why not try and get the four stars on your trainer card? You get one star for each of the following accomplishments:
Defeat the Elite 4, complete your Pokedex, win each of the 5 Master-rank contests by a wide enough margin so that paintings of your award-winning pokemon fill up all 5 spots in the Exhibit Hall on the second floor of the Lilycove museum, and win 50 straight in the Battle Tower.

Got stars?

Go to serebii (www.serebii.net) to find the locations of those pokemon(if you know exactly what pokemon those entries are, then serebii's different "entry-style" shouldn't be a factor

As for the first part, getting bored? Win all of the pokemon contests. And yes you have to get the eon ticket(so you can go to Southern Island and catch Latias/Latios, depending on which version you're playing. Playing Sapphire earns you Latias. Playing Ruby earns you Latios

Edit: Too slow, once again

I can't find 019, 020, 021, 054, 068, 075, 080, 107, 109, 111, 124, 125, 137, 138, 139, 140, 141, 146, 147, 151, 159, 160, 167, 170, 171, 172, 177, 178, 184, 185, 186, 187, 188, 189, 196, 197, and 198 of these pokemon!!!!

I looked up the locations for these Pokemon on gamefaqs.com:

(019) Lotad
(020) Lombre
(021) Ludocolo

Lotad and Lombre can both be found in wild in Sapphire, on routes 102 and 114. So, if you're playing Ruby, that's probably why you can't find them - they are pretty common in Sapphire. To get a Ludicolo, you need to evolve a Lombre using a Water Stone.

(054) Azurill

Breed two Marills/Azumarills - the male must be holding Sea Incense

(068) Sableye

Sableye is another Sapphire-only Pokemon. But, if you've got that version, you can get a Sableye from the caves near Dewford town (sorry, can't remember what they're called off the top of my head) and the ground floor of the Sky Pillar.

(080) Plusle

Plusle is on Route 110

(111) Grumpig

To get a Grumpig, you need to evolve a Spoink, which can be found on Route 112

(124) Seviper

Seviper is on Route 114 in Sapphire

(125) Lunatone

Lunatone can be found at Meteor Falls in Sapphire

(140) Feebas
(141) Miltotic

Ah, the infamous Feebas! This "fishy" customer can be found on Route 119 (have your Super Rod selected), but it's in a very specific area of that route, which varies from cartridge to cartridge - it's also very rare. As for Milotic, you need to evolve a Feebas (once you manage to catch one) by maxing out its Beauty stat

(146) Shuppet
(147) Banette

You can find Shuppet on Route 121 and at Mount Pyre in Sapphire. To get Banette, either evolve a Shuppet or catch a wild one at the Sky Pillar

(151) Chimecho

Chimecho is in a small patch of grass at the top of Mount Pyre, but it is very rare

(160) Wynaut

Someone gives you a Wynaut egg in Lavaridge Town. You can also try breeding one using a pair of Wobbuffett caught in the Safari Zone

(171) Snorunt
(172) Glalie

Snorunt can be found in the Shoal Cave after 6PM. To get Glalie, evolve a Snorunt

(177) Huntail

To get a Huntail, trade a Clamperl with a Deepsea Tooth attached

(178) Gorebyss

To get a Gorebyss, again, trade a Clamperl. But, this time, it needs to have a Deepsea Scale attached

(187) Bagon
(188) Shellgon
(189) Salamence

Bagon is another rare Pokemon, but you can find it at Meteor Falls. As for Shellgon and Salamence, you need to evolve a Bagon

(196) Latias

Latias starts appearing at random after you first beat the Elite Four in Sapphire

(197) Latios

Latios starts appearing at random after you first beat the Elite Four in Ruby

(198) Kyogre

Kyogre is the Pokemon that Team Aqua awaken in Sapphire. It lurks in the Cave of Origin at Sootopolis City and your defeating or capturing it is crucial to the game's storyline.

Anyway, I can't help noticing that several of the Pokemon you can't find are Sapphire-only. So, if you own Ruby and you want these Pokemon, you'll have to trade for them.
