Does outwit and probability control's range get cut in half when targeting a soaring character.

Nope, only when you are targeting the figure for an attack does your range become decreased.

likewise, a soaring character can drop a barrier or smoke cloud at their full range. just a handy little fyi.

Because that is a power and not an attack...

just to clarify, soaring characters cannot attack grounded/hovering figs. they can attack other soaring figs, as well as big figs(who can be attacked regardless of elevation).

Hey Monger. I'm rather sure you are wrong about this. There is even an article posted on the Wizkidsgames.com web site that mentions soaring as a great strategy because it reduces the range of outwit. Article is here:

http://www.wizkidsgames.com/heroclix/dc/gameresources.asp?cid=39079

The hint guide on the Wizkidsgames.com web site says:

If you are facing someone using a stealthed outwitter and counting his or her squares exactly, remember that the magic number is 6. You can place a soaring character just outside of Outwit range, yet close enough to base or even use Charge.
.. and from the rule book:

Soaring: Soaring characters may attack only other soaring characters. A soaring character may not make a ranged combat attack against a hovering or grounded character. A hovering or grounded character can, however, make a ranged combat attack against a soaring character, as shown in Figure 14. Reduce the hovering or grounded attacker’s range by half. Soaring characters can be targeted by powers such as Perplex, Probability Control, and Outwit. Lines of fire drawn to soaring characters from grounded characters are not blocked by blocking terrain.
If you have a specific source that says outwit can be used at full range, could you please post one? Thanks!

... of all the craziness that means that storm can't attack doc ock on the ground but doc ock (who has outwit) can knock storm out of the sky. who in their right mind comes up with such crazy nonsense.
