I doubt very much that the card could be used in tournaments after changing it too. But yes, Super Smokey is awesumm.

As long as the only thing that's changed is the card art, and I mean ONLY, the card is still legal. It's disallowed if you cover up any text, the name, the stars, the border, the shiny square, etc.

Updraft, Eye of the Typhoon, Sheep cloud and that was it. everything else was common or rare

You're wrong, they will release a "Herald Power-Up Pack" with a cover Ultra Smoke Ball, including 2 ANPR Pack, 1 SOVR Pack and 1 Hidden Arsenal 1 Pack. Then everyone will be happy (lover).
