I hope you have a kid.

If I remember correctly, the numbers in the tournament are still larger scale (ie. don't think it's like a local) and they did give out Dark End Dragon.
They are the same in the Championships as they had been in the JUMPs.

The FAQ seems pretty informative. What information are you looking for, that is not listed below?

Dragon Duel:
This is an Advanced Format, Constructed event open to Duelists aged 12 and under. It will be run using Swiss Rounds, without a Top Cut playoff .
Entry Fee: $4.00, each Duelist receives a booster pack with entry.
1st -4th Place: 2010 Regional Game Mat, Card Binder, and Invite to the 2010 National Championship.
A Deck List is required for this event.
Participants will be required to provide proof of age, if asked to do so.

There is never a limit on participants, unless expressly stated in the event details (16-player flight, 32 player cap, etc.)

Dark End Dragon cards were only given out at the 75th, for Dragon Duels.
