At the moment, the only site I know with AR codes is codejunkies. Though I doubt it has those specific codes you're looking for.

Codejunkies does indeed have a great many AR codes, but not the ones requested. There are no codes to "edit" current Pokemon, other than "Max Stats" which makes the 1st Poke in your party Lv. 100 with all stats at 999; I don't think that's what you're looking for.
However, you can create your own "Custom Pokemon". Go to www.codejunkies.com, register and log on to their forums. Find the GBA Forum, and the Custom Pokemon Request topic. In the 1st message there are links to PokemonMaker and to the directions to use it. Do yourself a favor and read the directions - they will save you a lot of time by showing you how to down load codes from your comp to your AR rather than entering the manually.
With this very cool (and free) program you can create ANY Pokemon exactly the way you want it - Nature, IVs, EVs, Moveset, Shiney, Gender, Name, Original Trainer Name, EVERYTHING.
PS - If you choose Mew or Deoxys, be sure to check the "Obediant" box if you're going to trade it to FR/LG.

What's the "Obediant" box do?

Maybe to get max usage out of Return?

From my interpretation, he probably meant "check the obedient box" as in activating the obedient cheat. Since when using your AR, you activate the cheats by checking the box which is next to the name of the cheat. That probably didn't make any sense. It's hard to explain

Deoxys and Mew have a flag set so that they won't obey you. Using the program that was linked to, you should check to obedient box so that Mew and Deoxys will obey you.
The Fire Red/Leaf Green page on gamefaqs has a nice guide with AR codes.

I see...now what's the Egg Flag for? I'm going to assume its to hatch an egg containing the pokemon that you "make." Yes? No?

could you post a more direct link, because the codejunkies forum seems to be down, that site is horribly slow....

Yes, I have also had lots of problems there, too. Here are some direct links:
PokemonMaker, no Codesave (http://www.boomspeed.com/kpdavatar/PokemonMakerV3x.html)
PokemonMaker, Codesave (http://www.boomspeed.com/kpdavatar/PokemonMakerV3x.hta)
PokemonMaker Help File (http://www.boomspeed.com/kpdavatar/PokemonMakerHelp.txt)
I hope these work - the comp I'm on won't allow me to open them (I'm not at home), so I can't confirm them.
As for the questions about "the obediant box" - In PokemonMaker, there's a checkbox labeled "Obediant". The only thing I've found it to be useful for is when creating Mew and Deoxys. You can't trade Mew or Deoxys to FR/LG (at least I couldn't). Also, if Mew and Deoxys are caught in the wild, they won't obey you (at least that's what I've read). If you use a code to create them in your PC, they won't show up in your Pokedex!
So, to solve the problem, I created a Mew and Deoxys on PokemonMaker in my Sapphire version with the Obediant box checked. This allowed me to trade them from Sapphire to FR, getting them into my Pokedex and they obey.

Perhaps Gamefaqs (http://www.gamefaq.com) has codes
Edit: Oops, didn't realize somebody else already mentioned Gamefaqs

Eh, sorry to be the slow one of the bunch, but the AR codes for PC on Gamefaqs says like half the codes are PAL and the other half NTSC. I'm assuming that PAL is british stuff, but is NTSC the American version? XD I'm planning on buying an AR pretty soon, so...umm...thanks.

You had it right. NTSC is the North America version
