I need help. I want to EV train and understand the logic etc. behind it but I have a few Qs.
1 - Do you have to "cheat" in order to successfully EV train?
2 - If the answer to 1 was No, then are there areas that are specific to different EVs? Like are there towns with more Sp. Atk distribution etc?

To avoid tedious EV training, I would first off recommend putting the thought of EV training out of your head until AFTER you got all 8 Badges for one.
PokeRus is so helpful with these matters. If I knew where my Diamond version was at this moment I could send you a Pokemon infected with PokeRus to speed things along, and the "Power" items really help expedite the process.

I was fortunate enough to have a random guy with the Pokerus so now all my main people have it / have had it.

Pokerus is "PKRS" in-game. It is a seemingly random virus that you're told your Pokemon have at a Pokemon Center. It is only beneficial as long as the Pokemon is infected with it. Once it leaves, that Pokemon can never be infected again, and the beneficial status is nulled.
What it does, is that it doubles the base EV's that a Pokemon gives off. Whismur gives 1 point in HP. With the PKRS virus, it'll give 2.
To answer you're 2nd question Dominate813, EV training is what certain "hardcore" Pokemon battlers do in order to make sure they get an edge over there opponent. Whether or not you know it, you've gotten EV's for your Pokemon.
Every single pokemon gives off a specfic EP, or effort point, in a certain stat. Each and every Pokemon out there that you wish to train can gain a maximum of 510 EP's. So, if you know which pokemon give which points, you could specifically target those pokemon in order to raise 1 or more specific stats.
Each stat can be raised by 255 EP's, which allows you to max out any 2 given stats. Since it takes 4 EP's to give 1 EV, or effort Value which is 1 stat point, then you would only want an even amount of EP's which is best at 252, or in other words 63 extra stat points.

1. I don't quite understand this question. EVs are part of the game, and you don't need to cheat at all to EV train.
2. The given EVs are dependent on the Pokémon you are battling, not the location you are battling in. For Special Attack, try Route 43, because Mareep, Flaafy and Girafarig (they give 1, 2 and 2 Sp. Atk. EV points, respectively) are common there. For Speed, Surfing on Lake of Rage is excellent, as long as you run away from the very-occasional Gyarados. And so forth.

That's for the Diamond, Pearl, and Platinum games. In HeartGold and SoulSilver you would need to get 16 Gym Badges from both Johto and Kanto as well as beating the Elite Four and Lance before you start EV Training.

Actually "EV" stands for Effort Value, not Effort Point but yeah it's still the same analogy. Serebii.net has charts for which kind of EV's certain Pokemon give you after KO'ing them in battle and it should be really helpful for the new games.

Justmcnew, actually Pokemon give off EP's, or effort points. Their "Effort Value" would be Whismur giving off 1 HP EP. That's it's Effort Value...

What are EVs and EPs?
Do you know how each time you battle you get experience points that you see and eventually will grow a level? Well, you also get something else for each battle called Effort Points. But unlike with the experience points, you do not see Effort.
Each time your pokemon battles another pokemon it earns Effort Points in certain stats. Every 4 effort points gives you 1 Effort Level, which results in an increase of 1 stat point (ability point) in your actual stat. You do not see the Effort points, or the effort values---only the increase in stat ability points when your pokemon levels up. At low levels you won’t see much stat change, sometimes not any at all, but you ARE getting Effort Points. The higher your pokemon’s level the more apparent the stat increase will be.
