i take it you have Ruby version? If so- you'll have to trade from sapphire to get a Lotad/Lombre/Ludicolo.
And in the future For Gods sake Please Read the Help Thread. This could have been answerd if you had bothered to have read it.

If you have Sapphire, catch a Lotad, raise it until it evolves into Lombre, then use a Water Stone to evolve it to Ludicolo.

or on route 116- you can capture wild Lombre. Its the field near to Meteor falls.

If you're reffering to Ludicolo no you don't even have to think about trading. Give a Water Stone to Lombre.
